In an increasingly uncertain and febrile economic and geopolitical landscape, foreign investment plays an important, albeit controversial, role.

On the surface, foreign investment is a vital tool that drives economic growth, job creation and technology transfer. It also fosters innovation and strengthens global connectivity, enabling businesses to access new markets and resources. However, despite the benefits it brings to economies, it is increasingly subject to national security reviews due to evolving risks linked to technology, geopolitics and economic security. These reviews often focus on areas such as critical technologies – including artificial intelligence, semiconductors, quantum computing, biotechnology and advanced computing – which have become central to national security, as well as critical infrastructure, supply chain security and military and defence.

Governments are therefore using screening mechanisms to balance these competing interests. Measures such as the UK’s National Security and Investment Act 2022, the US Committee on Foreign Investment in the United States and EU foreign direct investment regulations aim to ensure that transactions deliver economic benefits while safeguarding national interests. This growing regulatory scrutiny reflects a broader trend toward protecting sovereignty and mitigating vulnerabilities in an interconnected world.
