Amid rising political tensions, shifts in industrial policy and stronger competitive pressures, merger control is evolving across major jurisdictions, including the European Union (EU), the UK and the US.

In the EU, the 2024 Draghi Report prompted a reassessment of competition policy. It urged the removal of barriers within the single market and highlighted strategic sectors that require greater innovation and investment. In response, the European Commission has begun reviewing its Merger Guidelines, with draft revisions expected in spring 2026.

In the UK, after the appointment of a new chair of the Competition and Markets Authority (CMA), the government issued a strategic steer asking the CMA to place greater emphasis on growth and investment. It also encouraged a more proportionate and internationally coordinated approach to merger control. The CMA has since opened consultations on its approach to jurisdiction and remedies, signalling a move toward more streamlined investigations.

In the US, in January 2026, the Federal Trade Commission raised the jurisdictional thresholds under the Hart‑Scott‑Rodino Act. The revised levels took effect on 17 February 2026.
